I know it is abandoned game so no really MODs here
But we saw someone takes a special account to destroy,scrapping or bombing the in the same fiction, then back in another fiction to invade planets.
Is that allowed?

of course it's not allowed. nor, for that matter, is using multiple accounts concurrently (you know who you are)
as always, first step is /report the person.
you can also create a ticket or email contact@palestar.com (community@darkspace.net might still work,but i wouldnt count on it), include any relevant chat logs or screenshots and/or upload a short video of whoever doing whatever it is to youtube and include a link to that.
