I could model stuff in blender, but I really need to work off of a sketch projected onto the background if I hope to do anything complicated.

That's where you need to sketch the plan views of your ship and scan it into your PC. Then add 3 planes in your 3D program, align it to the required XYZ axes, then texture the planes with your sketches.
From there you can start working.
I do that with some of my designs. Other designs, I totally improvise. It starts from a cube, and I begin segmenting and extruding it to the final product.
Don't wait. Start today.

Well, is there a ship design that the devs need?
I don't want to work at something that will be useless (except for practice, of course)
And I don't want to texture it unless I have the same materials as they use, otherwise it'll probably look totally off and out of place.

Look at the game. There're mostly only one design per class, and several ship variants per class. With the exception of dreads, and the ICC cruisers, which seem to have many designs, you can basically design any ship class you like.
