How about instead of removing the CC and replacing it, we just add in a new ship? Perhaps something like this?
M-412L/N Flag Dreadnought
As the Fourth Stellar War has dragged on into its twelfth year, Confederate strategists have noticed that the elderly M-318C/N Command Carriers are vulnerable to attack, especially against the K'luth. Traditional doctrine called for 318s to be held behind the primary capital lines, far enough back that it would be costly for the UGTO to attack them but near enough to coordinate the fleet. An enemy that can attack wherever and whenever they prefer without warning is far more difficult to defend against. After half a dozen high-ranking admirals went down with their ships in as many months, Shi Jie Yards were asked to produce a command ship that could operate in company with the main capital fleet rather than behind it. The new M-412L/Ns carry a heavy railgun battery and are already proving effective in front-line combat, though some traditionalists prefer to continue using the old 318s regardless of the risk.
It'll be like sticking Command Modules on a Combat Dread.

I like that idea Jim. Maybe compared to the normal combat dread, it loses a couple of railguns to fit in the device.

You sir are wrong if you ask any unto player that has played with the command dread then even seem the CC they agree that it's lacking this idea makes it deceit the UGTO command dread IS a BD without the core weapons and with more eccm /mines IMO the icc combat dread makes a grate base for the command dread better model and weapon loadout to start with

Well that's all I really wanted. EDIT: Won't that further make ICC's amount of option out of whack, or will we call it a feature now? [ This Message was edited by: Bardiche on 2012-06-25 06:18 ]

Sounds good to me, but what ship is getting scrapped to add it in(Bomber Corvette?), or are UGTO/Luth going to be getting a new ship too?

The problem with 318C remains. And 412L raises new problems.
I guess 412L is typically alike 318C but fighters are replaced by dual-arcs heavy railgun. Looks like 412L shall be a hydrid between Carrier and Combat dread.

i would think if its a "redo" of the current CC it would replace it as the older one would be decomissiond ?

From what Jim said it looks like it would be adding a new command ship and keeping the CC as is, as it's not a new Carrier but something else entirely.

Sounds like a pretty interesting configuration and a good solution to the current problem. Definitely sounds like this new configuration will be able to hold its own on the battlefield.

What it loses compared to the Combat Dread are the Ion Cannons. It has just Railguns, with no Ions to back them up.

Strictly speaking, both the 412 and the 318 are hybrids. It's just that one is a hybrid command/gunship, while the other is a hybrid command/carrier.

Wait, so ICC will have 2 command ships? Why not toss the command gadget from the CC, change the name (Heavy Carrier, Fleet Carrier?), and add a couple more fighter bays? In it's current config It's only real use is as something to build with in a combat zone, and if it loses the mining beams and build drones for the command gadget then even that use is gone.
