How difficult would it be to code lasers with a limited rate of tracking?

ie. If someone point-jumped a scout, but the scout made a sharp turn and flew by them at a high speed at close range, the lasers/disruptors wouldn't be able to track the target fast enough to keep the beams trained on them.

Dunno if the lasers in DS are turret mounted, barreled weaps with a limited track/turn rate.... or Star Trek styled emitters which theoretically can track at an unlimited rate.
