He is asking if it is allowed to use software or hardware for your own purposes without the permission of the owner.

I'll try to answer that, although it would help if you gave us more information.

If you buy a game, you buy the rights to play that game only in it's intended form. Altering the game or offering it to others is not permitted by the agreement that is usually somewhere on the box and/or in the manual.

It is allowed to use software from others without permission under the following circumstances (you have to abide to ALL these rules at the same time!):
1: you have legally acquired the software, but are allowed to edit and distribute it.
2: You are allowed to edit and distribute it for no profit of your own
3: Distributing the edited software will not cause any harm to the original owner.
'harm' can be done to the reputation of the original owner, or to the amount of sales they could have made if your software wasn't distributed.

You are allowed to create mods for games without permission (although if you can get it, it's for the best! Even with express permission they are allowed to shut you down any time they want!), you are NOT allowed to earn money with it, nor are you allowed to create something so similar that it would cause less sales for the original owner.

If you paid for it or paid for the rights to use it then you're good, otherwise not so much. If you're using things that fall under intellectual copyright in your own work it's a gray area, if you're not using it to make money then you're usually left alone although some anal retentive companies will try to sue you or slap a C&D on you anyway, but if you're using someone else's copyrighted material in an attempt to make money then expect to be taken to court as soon as they find out about it.

Nope, pretty much all EULAs come with an "Accept" and "Cancel" button at the bottom of the text. The good ones require you to actually scroll through the complete EULA text before you can click Accept.

Sometimes, with older games they will release the source code to modders, who mostly don't work for profit and just want to give us an interesting new twist in the game. Depends on the game and company.
