Could be the old QSTs. They used to pop my engineers when hitting the opposite side of a planet.

duels are always to death

otherwise you risk a ban or pres-penalty from an admin

This is not true. Duels are voluntary, and there is no rule that insulates two duelers from being interfered with either. Im too lazy to link it, but somewhere there is a thread on duels that explicitely explains this.

You can not recieve a ban from dueling. If you /report or complain to a mod about a duel you will most likely get your feelings hurt.

3.3.3 Allegiance
Description: Members of different teams/factions cooperating for mutual prestige gain (IE, build/bomb runs, attack/repair runs, capture/capture runs).

SPECIAL NOTE: DUELING: Players may duel in the laddered servers at any time. All dueling will be to the Death. Dueling to only a certain % level of hull left (ie 50%, 25%, etc.) and then stopping to allow the other player to leave safely or taking a break to repair falls under this exploit for mutual pres gain.

In testing, have they ever done one-on-one battles with ships using experienced players to see who comes out on top more often and try to make adjustments from this data? Just curious.

This is something I have thought about often, and I have heard many people in MV call for a 1 on 1 match to the death, but I have rarely seen it. However, this game has a rock\paper\scissors aspect to it which makes it very difficult to judge what faction is most powerful.

All changes are testing using a variety of methods, including exactly this. Taking two experienced players, putting them in ships that have been changed or need testing, finding an optimal range for an engagement (important) and seeing how those changes effect the game play. Tweaks are done based on these tests.
This is what Ent and I in particular do for the dev team when available to do so.
I only hope that one day I will be an experienced player

Couple that with this thread by Tael tho:

http://www.darkspace.net/index.htm?module=forums.php&page=/viewtopic.php?topic=48583&forum=33&1

Cant quote it as it is a locked thread.

I guess if it is being done to exploit pres gain, it is an exploit. But otherwise, I don't read that as being "you cant jump away and run for dear life"

QST, that was it I think.
Oh how I hated those...

You have no idea how much those enraged me.
Between them and the constant lagging into planets...
