I've re-implemented costs for ships, to try to bring some sanity to player ship selections.

Each team now has a pool of credits to buy ships. This pool will be no less than 50,000 credits and no more than 10,000,000 credits.

The team credits increase based on several factors...

1. All teams get 10% of the total value of the planets in the current star system.
2. All teams of the same faction get 45% of the value of the planets controlled by their faction.
3. Each team gets 45% of the planet value controlled by their individual clan/team.

The value of the planet is firstly based on the type of planet, terran is worth the most, while barren is worth the least. Additionally, the production output of the planet is factored into this value, the higher the planet production (i.e. factories, mines, population) the more the planet is worth.

Once a ship is taken, the value of the ship is subtracted from the pool. Currently, returning the ship does not increase the pool. This is done to encourage players to repair/fix their ships instead of returning it to the jumpgate for a quick fix.

This code should be going up on the beta servers tonight for testing.
