I like that idea too.
Combine both your suggestions.
If you're at 10% hull or below, and your SD is set, then the collision flag is set.
Damage done to rammed ship = Splash damage + equivalent of hull damage from the ramming ship.
Splash damage AOE for all other ships remain the same.
BTW, you should be able to ram your own allies too. So it should be used with care in a crowded environment.

| and it only activates if your not on or touching someone ship
instant explosions from station campers would be lame
but trying to ram your enemy at 10% for triple self destruct damage *it does jack at the moment* would be great
