Scrapping a planet to slow down the fleet is not as good as disable everything. Besides, when you deactivate the planet, you leave it a chance to revolt, which buy more time.
From my point of view, it's not essential. If the invaders are too strong and numberous, nothing you can stop them but losing your pres and give them free building pres.
For months I have played, protect-a-planet-at-all-cost guarantees a boring play time. There are many planets, consider losing a planet is just lose a round, there are more rounds awaiting to compete.

Or it means your fleet is too far from a shipyard for replacement support elements to reach them. Supply ships and supply plats are easily destroyed, while support stations lack mobility and can be sitting ducks. But a captured planet will likely remain that way until the entire expeditionary fleet is routed.
Having the planet scrapped before capture can cause all kinds of problems for such expeditionary fleets, though.

Support elements aren't necessarily supposed to be present in combat. Ideally they would sit out of the action and be dispatched to ships that run jump out or establish a triage where ships go to for repairs. Again, they are mobile and its entirely possible to keep the enemy from ever knowing you have them. While combat supplying is a viable tactic, it isn't the only tactic.
Also for all you nay sayers about remote scrapping, you realise that there are "people" on the planets right? If you really want a justification, You can say they received orders to scrap the buildings.

scraping a planet is a tactic i know dont need to repeat me so many times ... it takes 1s for a signal to reach the moon from earth ... make scraping delayed, more distance between you and the planet is the bigger is delay or just make it in an orbit thing

Scrapping before a planet is captured is a viable tactic... get over it. You can order the personnel manning the facility to place C4 charges and blow the place to smithereens... no need to be in orbit to do this

Of course, half the time you end up with friendly infantry on a freshly-captured planet.
Get them to raze the facilities instead!
