do you mean the procyon wormhole, if so that's a stablized wormhole(a gate is forcing it to stay open), I think they're talking about the unstable wormholes i.e. ones that are launched from ships and (mainly) stations and don't stay open for long.

anyway a wormhole dictor would be nice, however I think it should be limited to mainly planets and special ship (energy cost would be massive to keep it running)
