Since we got free play up to 1st RA, why don't we give the engineer ship back to Midshipman..?

Good in theory, horrible in practice; almost all new builders have no clue what is going on.

So we want them to experience a minimal of ~2 hours of DS, before allowing them access to building planets?

Sounds reasonable. still like said above, i don't think we will notice a true difference..
