Give command stations the ability to refit other ships! Give it max tech but retain the resource cost(either the station or client must have resource in storage).

other idea:
Have buildings "packable" as items so instead of building an entire planet from scratch, you can "deploy" packed domes, sensors, defense bases, ect from a transport to accelerate a planet's development. Probally should restrict to mid-level tech buildings with the exception of defense bases so you can't instantly create a full def III planet capable of supporting it self. Domes should retain population though; so when you load one, 10 population is subtracted from the planet it is taken from(adds more spice to building!)

sounds like a good idea, it would be good for stations to refit other ships, but you'd have to have an "orbit" function on stations or something like that, i think the deploying of domes etc. is a good idea too, maybe it could fit with the platforms? like a platform needs workers and power or it dies, that would fit with the current resources system where it has to have resources or its bye bye time. you would have to lay domes etc. within 50 gu of the platform for them to be attached.

Your first idea, I don't understand exactly,

Your second idea, we have AI Engineers that build up a planet almost just like your idea, the only diferance is that they only build tier 1 stuff.

Don't like the first Idea, restrict the changing of ship layouts to the planets only, Afterall they are the territory you are defending and keeping and should be defending, if your on the offensive you should have geared up correctly before you left.

Second Idea? Iono, Maybe the basic tier 1 structures be flatpacked, like domes and such but have AI engies build them, tier 2 and 3 are to be built by players, that way it's a bit faster to get a planet up and when you go to build it the resources are already there.

@jbud, refitting your vessel with different weapons, ect for the same resource cost but near a station.
The point of flatpacks would be fast deployment; you aren't gonna see a friendly engie in enemy space are you?
