It might maneuver better than destroyers, but I doubt it'd be quite like a frigate just from that difference in mass - turn rates, speeds and whatnot are set on a per-hull basis and vary a decent amount because of the hull size; mass and engine types then have a small-ish effect thereafter.
In other words, maybe a destroyer with just three engines would handle similar to a heavy frigate. Even there, I expect the frigate would be better.
You're right - it'd be a very maneuverable destroyer. But I don't think it'd be frigatesque.

No Rob, I do not know the stats of the current Scale (VA), but prior to that, only the Parasite has Assault Beams, 3 of them. The Drainer has none... it is some kind of horrible disruptor and missiles I-don't-know- what-I-will-be-fighting- so- I-will-just -suck-at-everything hybrid crap.
And my point about them being underpoints was if armor was worth the 3 instead of the 7.

Ok if i recall my talks with Drafell correctly it should be something like......Standard destroyer should be around: (base) 14 + (96*0.66=) 63.4 = 77.4 mass
Standard frigate would be around: 9 + (78*0.5=)39 = 48 mass
The first suggested layout would be: 14 + (65*0.66=) 42.9 = 56.9 mass
(p.s. i recall there was a extra 0.25 mass for every armor slot, but that sentence stating that, is no longer present on the Developer Guide. so i haven't included that calculation/rule.)
So i agree with Frob.. layout is way to light to be a destroyer unless you want it to almost handle like a frigate.
And about the K'Luth frigates, you might want to recount the devices because... They have 5 organic armors...
