Aaaaaaand: No, the GalCiv2 AI never cheat. Officially stated by the devs, often examined by fans, and widely regarded as true. They skip the crappy planets because they see them and know to wait out. All players (human and the AI) know where all stars and planets are by default, but not their quality; so they look at the star, see "number of habitable planets" and if it's more than one, and the one they see sucks, they skip it and look for the other good ones.
EDIT- Also, they play colony hardball. To be on their level, the first thing you should do is buy the first few colony ships you get, and buy the first factory on your homeworld (and any colonies if you can afford it).

More accurately, everyone except the humans can see all the planets on the minimap by default, thanks to the stellar cartography technology. I recall vague mentions of being able to tell if a planet is habitable by using the minimap, but I'm not sure if that's true.

i thought DS had a few things in common with MoO2 and galciv... still not sure about the galciv part but MoO2 is good go faustus!

I dunno if Faustus worked on MoO2
But i do know that Faustus helped create Ascendancy

There's a post in the dev forums about how he worked on MoO2 and things he wanted to do with it, and how it inspired some of the stuff in DS.
