Ummm.... no its not, not in the least, keeping components in your hold to swap out for what you need is an age old tactic. Back in the day I always kept an ECCM or two in my cargo to detect K'Luth. It was hell on the energy, but then again energy was a bit easier to manage during those days. What is NOT legal is switching out weapons & devices to circumvent the recharge times, or ammo loads. Meaning if I have a WHII installed in my Command Carrier, open a WH and load a fully charged HMA into the drive, I can not use the HMA to jump as soon as I cross the WH, or any time until I install the WHII and let it charge fully.
And switching out armor plates due to arc bug - last I checked and this may have changed though I don't think so - is perfectly legal.

ROTATING armor plates is legal, but switching out for fresh ones i believe is ILLEGAL, even in cases of arcbug. I have never seen any evidence that new armor plates cure arcbug.
edit: I should also note this, as I was unaware of it for a long time myself. Firing off your core weapon (QST, Ion Cannon, SI) and then removing it to preserve energy for the immediate battle, planning to just reinstall it after the battle to let it recharge then is NOT classified as a type of energy management but rather as a type of exploit (circumventing recharge time/energy cost, I think). So, if you plan on firing off the big guns, be prepared to pay the energy costs up front.
