How about an additional badge and prestige for Fleet wars.
Lets say a fleet has some beef with another within 50% higher or lower of it's range(of score or overall/average prestige) they can delcare war on the other fleet. Make it so if you destroy a ship of the enemy fleet you get +1(+3 to overall) prestige in the new section, and if you capture a planet of said fleet you get +1(+5 overall).
This will make combat a bigger part and make being in a fleet have more advantages(thus hopefully slowing down faction hopping). Also to help prevent the faction hopping, make the time to change factions(for individual players) or 1 week, and fleets 2 weeks.

i just gota ask this..
Ok if you gain extra prestige from a fleet your at war with.
why not declare war on all other but your own faction fleets.
whats your answer to this ?
