I'm trying to figure that one out... whats the reasoning on that? So, I should sit by and watch the MIV take over planets I've built and then harrass me till I fight back so it can jump back into planet defenses? I think not.

No, you needn't leave everything be, just Tortuga and Legion Base. That said, it is frustrating to players to have their bases taken out from under them while they're fighting. If you're competing to cap a system, then sure, that makes sense. But in my opinion, the fun part of the game is combat, and most players seem to enjoy combat, including (or especially?) combat vs the MIR. But despite how overpowered the MIR can appear, they need their planets too - so if you bomb them while they're still fighting with you, it makes the battle that much harder to sustain.
All I'm saying is that if you are enjoying the battle, don't bomb the planets. Wait until the MIR are destroyed or leave.
You're free to bomb it regardless, just don't be surprised if either the MIR give up and leave, or they attack you and try to kill you..
You've all seen the complaints on here day in and day out; bombing angers people, and the MIR are no exception, despite not being people.
Also, as to the more-than-32-inf trick, I've seen a number of complaints about that: yes, normally it would be incredibly lame and impossible to combat, I'd agree, but! any inf over 32 are automatically disbanded into population.. so the entire reason that planets are ever seen with more than 32 is to get the population up quickly. If you think its lame (which I can understand), just wait up to a minute and all but 32 will go away.
Granted, then you have a populated planet to deal with.. but you can't win 'em all. (unless you have mirvs)
