Well, rather simple here.. Take away the planets ability to reload a ship without a depot. Why do this you ask? To slow down solo bombing. This way it will either take a Command Class Dread (Something that was ment to hold it's own bombing in enemy territory), or a fleet with an engineer to be able to reload and continue on. It will make it take longer to capture enemy systems using Mirvs, Fighter Bombers, Or Tele-Kenetik Bombs.
Debate over this I geuss, or flame it to hell..

Without a depot, the only thing that should be reloaded is JD fuel, if the planet has Hydrogen.

Otherwise, anything else is just wrong.

well in its current state you can orbit a planet and for every 10 seconds in orbit you gain ammo and fuel...i dont think this should be, perhaps the fuel but not ammo

I'm sure giving Defence Bases core weapons doesn't fit into that category, hmm?

Only one it seems to be difficult for is you, so be quiet.

Now.. I think that removing the planets ability wouldnt hurt the game, and would encourage teamplay (Combat Supplies 4tw!).

Well It does make sense for a planet to resupply ships in orbit, seeing as how they'd be recieving supplies regurally and shuttling them up to orbiting ships.

On the other hand I'm all for forcing more supply ships to be on the battlefield. The one problem I see here is that people will just throw a single depot on a planet and bingo, nothing's changed.

I'm gonna go out on a limb here and take this to the extreme, no planet reloading except (if possible) the three main systems. I'm not a hundred percent sure this is a good idea but I can't see any problems with it at first glance, every attack force would be forced to pack a supply ship of some kind and defend it, rather than just capturing planets for resupply...

only planets with a hub (thus planet that are alive) should be resupplying fuel and ammo, because those planets would get deliveries with fuel and ammo.

Make the requirements be to reload fuel:

Planet must have hydrogen in its atmostphere / OR / Contains a hub, a starport, and a depot.

To reload weapons, the planet must be:

Not Barren, has at least 2 factorys, a starport, a hub, 2 deports.

Hello forcing supplies on the battlefield, goodbye soloing.
