part of the system i started working on almost 2 years ago already calls for fleets to be able to set tax rates on planets and x ammount goes to the fleet coffers.

Planet tax goes to fleet.
Fleet devides the tax over the players.
Higher the rank, the more the salary.

actually the system i worked out sometime back only allows for fleets to keep a portion of the planet tax and divide it as they see fit. Ie, another benefit to being in a fleet.
Fleetless players will have to struggle.

May I just point out how this sentence alone makes me even less likely to join any fleet at all?
