There's Kluth's problem. It's gonna take a lot of ships to destroy 1 enemy, and if that enemy is flying in a fleet it will be disaster for the Kluth. Anyone who uncloaked to destroy that 1 enemy will be fired on and dealt significant damage.
There's a very good chance that more Kluth will be destroyed than humans, and that's why right now Kluth are hesitant to attack anyone in formation. If you uncloak to attack a fleet (and who doesn't fly in a fleet) you're risking quick death.
If 10 Kluth are in a standoff with 10 UGTO or ICC, and the humans are huddled together like a good fleet should, you aren't gonna see the Kluth attack. Don't bother waiting for them. They suffer damage uncloaked much greater than they can dish out. Even a coordinated assault where all 10 Kluth jump in, uncloak and attack the same target in usion will result in just 1 human death vs a good chance of a couple Kluth. Because the humans aren't gonna let them fly away uncloaked without firing on them.
If Kluth don't mod and upgrade heavily they lose their greatest advantage: high damage alpha strikes. Notice I didn't say cloak as their greatest advantage! Cloak is useless if you can't deal massive damage or absorb it.
