that can vary acutally. depending on which way the ships are moving in relation to each other.
generally, if A is chasing after B, be will be able to hit A at slight longer range.
reason for that being is your fire control systems let you get the shot off even if your persuer is out of range, by the time the weapon projectile gets any where near the target, the target will have moved into range of that weapon
same goes foy why you cant hit a ship you're chasing unless you get right up on their rear.. if you fired at normal range, the distance the 2 ships cover in the time it takes for your weapon shot to catch up to the target, could very well be more than the maximum range of the weapon

Destroyers can zip and dodge in a dreads range, making them harder to hit, although, a dictored dread can do as much damage as a non-dictored dread, it all depends on the pilot.
