Ships have a cloaking energy modifier... but no modifier to control the cloak/uncloak speeds... I will add one if you put it into mantis

This is really Linna i just counld not reamber my name aftera freash install of beta. But any way i like the idea of you hanging around at a k'luth planet getting ready to bomb it. Then suddenly poof A dread de-clocks and opens fire. It sounds interesting. BUT ! ! i do not want them to be able to cloak RIGHT AWAY! ! ! but be able to slowly fade from view, then from sensors unless running eccm. I reamber in beta were a ship can un-cloack and fire cloack. It was a pain in the butt, I would like to be able to see the damge effects of the K'luth ships as thats funny seeing nothing but then running over something smoking in space.
