Problem: Planets suffering from population loss due to bombing or automated events will stay defunct if vital structures fail.
When an food supply farm fails, the planet ends up in a deadlock, eventually revolting.
With the optimized list type, it is no longer possible to control which structures get shut down first.

Proposed solution: Change structure deactivation logic due to worker shortage from first come first serve to reverse ordered by worker consumption.

This is a reoccuring gameplay issue. It should be addressed individually before a eventually planned rework of planet dynamics.
