Fleet Treasury was disabled.
Ask an Admin, possibly with a thread in the Support Forum, to manually transfer you the credits. Chose a Topic and Text that will bring your Point across, because this doesn't.

Since I managed to get 100 billion credits using a bug, and found others....tael removed it.
