Sono: Nobody has one at the moment. I had one initially, as it was the test award, but it has since been removed.
When I wrote that post though (a long while ago), the intention was that the Fleet Dueling winners would have one... but, alas, there was no duel.
Forseth: At the moment, I don't know. Its basically if I think something is worthy. I'll being trying to set up some more formal systems in the future, though. Hang tight (probably for a good Two Months or something; I'm busy, lazy, and the staff is a bit thing lately).

I think there should be one for the fleet level to ! ^_^ the Founder and admin level can upload awards for thier fleet and issue them....

I would worry that it would be 'abused' in a way, where some fleet members would have a few hundred awards... not what we're looking for.
Depending upon how we determine to implement awarding, there may be a provision allowing for fleets which meet certain conditions to nominate members for awards, but that's not decided completely yet.

Appoint someone to be the judge of awards and have the fleet founder be able to sponsor a certain number of awards for people, and have them go into an approval que.... just a thought

Well Shig theres a way around that.. make a limit on awards.. and the file size of the awards.. if they are issues multiple awards for the same thing drop a number next to the concuring reward.. Say no more then 20 or 30 total awards allowed within the fleet (Medal images w/ descriptions) Personaly i have 29 medals with the descriptions to use with darkspace.. Nothing system event specific.. maybe a few Feat specific.. Most are from the FreeSpace 2 days of TS.. some are slightly newer and all of them are about 12kb or less in size depending on detail.
