Shields should recharge faster when the energy to them are turned off??

no, they should recharge faster if you dont need any energy to maintain them. someone was talking about 3 states I belive. on, inactive and off. Thats why I said reactives should get more regeneration, they go up only when there is incoming fire and are therefor inactive. Makes it fair. Why would you care? not like it works in combat (exactly why I suggested dellay for active shields to switch active/inactive status).

Does your cell phone recharges faster, when you put in the recharger and turn off power to it?

1) Shields are not cell phones.
2) Yes it does recharge faster. It is even more obvious with laptops. If your laptop is on and you are recharging it, it takes alot longer. Try recharging your phone while talking on it. Oh right. You have one of thouse fancy savings plans.

In fact, shields should go down when you turn them off... that way its only fair...

yes it is. Armor should loose integrity as well when not being repaired by drones. You know, solar winds and low temperature. Realy stressing for materials.

Also, the on/off switch does serve a purpose, it helps to lower your signature when flying under ECM

Ya, and UGTO/kluth should remove armor to get same effects. Shields dont lower your signature. By disabling shields you dont produce EXTRA signature.

Dont worry, Gideon is gona ballance it to death so that ICC doesnt get ub3r b@rier of iNv@|j00N£8£|£T£h.

Sheilds in theory, are organized electromagnetic particles (Protons and Electrons) protecting the surface of an object of some kind.

They should be phased once turned on and not draw power from the ship. Instead just be eliminated like armor. The difference being you can rotate your sheilds and recharge them when they are turned off then turn them back on.

However if you have power being drawn from the ship to the sheilds then would it not be logical to say that your sheilds should stay at 100% until you have no power to supply them. Thus protecting you longer from being destroyed but taking away from power for other functions.

pick one option and bare in mind they are both the most realistic

NCX-Charger plz explain how awsome it is to have all your NRG going into shields and none to weapons....

or all NRG to thrust and non to shields or weapons..... (makes your drive very fast.... could get a X-Wing to A-Wing speed)

That sounds like a great idea - or maybe as a feature of shield generators that when in orbit around a planet the shield generator also recharges shields...

I believe Gideon has already said that micromanagement (EG: more power to engines or shields - but with a risk of overloading said component) is on its way - but that is only a partial recompense to the slow shield recharge IMO...
