Railguns (especially) and other cannons will be getting a range extension in the Balance patch.. This means that railguns will be decent for sniping, but probably only against sitting targets, since they have no tracking and the speed isn't extraordinary (though fast). Gauss, with slightly lower range and lower damage, has a distinct advantage in speed, travelling well over twice as fast as your heavy Railgun. There are, of course, some other tradeoffs (energy and recharge times), but the major factor here is speed: the gauss gun is what you use when you want to hit a distant but moving target. If your target is stationary, you can stick with your railgun.

That's the cost-benefit tradeoff we currently have planned.
