There seem to be a problem with Isemene in Barnards Star, it cannot be bombed or have troops landed on it. The bombs either fly off in random directions or dont explode when they reach the surface, they just disapear. The troops cannot be unloaded, as if the planet is not there. They are not being shot down.

Sounds like a similar problem I experiensed in Eri system with Guiddy and Olaf where they are to close to a gate and can therefore not be capped.
(This was on the newbe server though, don't know if the same problem exists in MV)

update:
But after a quick peek at the map your problem seems to be something different.

I have had the same problem with Isemene. When you first jump in you are synced with the planet and so hit the targets you aim at. but as time passes you seem to lose sync and the bombs fly of into mid space or even straight through the planet without detonating.

Now it sounds like the old "Tau Ceti syndrom"

A planet orbeting a star that is orbeting another star... this causes deadly sync problems. To get rid off this, target the star that the planet in question is orbeting... But i thought this was handled with.. since i no longer had any problem with Argrea in Tau Ceti

Definately seems like a synch issue. As far as I know, Faustus has fixed most of the issues with the load balancing between zones. But this may still be one of those issues. As I understand, if the planet is actually on a border of zones, there would definately be an issue in the synch if your trying to land on it, an issue of the troops or bombs crossing the zone border and losing synch.

Look at me pretending as though I actually understand this stuff....
