This is just a thought I had a few minutes ago. If the new Bio-bombs are used on barren planets, they should have a splash radius associated with the domes on the planet. Barren planets have no atmosphere, so releasing toxins far away from the habitat areas wouldn't do much good.

If the bio-bombs land, say, within 2 diamonds (judging from the big green explosion when bio bombs detonate) of the dome (or possibly a farm) then the population on a barren planet should be taken away. Bio-bombs shouldn't just have to hit a barren planet to de-populate them.

Tech will become Faction restricted forcing Kluth to use the Bio's

I never read that (or at least I don't remember reading it). I thought it was just Disruptors becoming Medium Beams.

I dunno...I plan to use bio bombs after they become troop-only killers. That way, I can kill enemy troops without being forced to wipe out the structures they are stacked on, and take a planet intact. This prevents me from having to drag a ship with a build component along to the fight.

So far as I know they plan to make tech production faction specific, but still allow trading of various similar items (black market). Currently I think Faustus plans to do this by making a build only build structures for the owning faction, not the faction that originally created the build. You will still be able to get Kluth tech as UGTO or ICC, but it will cost you.. lots. That or you need to cap a Kluth built planet to gain access to the necessary tech.
you may be able to find more info by looking back through the dev updates as I'm not sure this is the planned scenario. But it WOULD make things more interesting...
