I think the IFF Codes for factions should be revised, given, the current Green = Friendly and Red = Enemy should remain, but the Neutral (Yellow ATM) will be split.

Blue = Neutral, yet Non-hostile. Special NPCs, Admins flying Admin-ships, etc. can be classified. They are treated like friendlies, except you are unable to view or modify their planets, etc. You gain 10 percent normal firendly fire for shooting (Since your govt would not really appreciate you shooting ships of other factions that they are not hostile to)

Yellow = Neutral, yet Hostile. Includes Space Monsters, Pirates, revolted planets, etc. They are treated as if enemy, you only gain 10 percent combat presteige, because, while your government does not like them, your government does not consider them to be the main enemy at hand.

Well, at the moment, Neutral is Hostile. But if we get more pirates or something similar, it would be nice to know who to shoot.

That would pave the way for the user controlled "alliance" idea Ive heard thrown about. Blue could be used then to signify a alliance between two fleets, they would show blue to both factions, so say GTN allied for say 3 days with a ICC fleet, they would show blue to ICC and UGTO, with the fleet alliance listed if you target a GTN ship or a ship from the allied ICC fleet.

That would stop the deliberate griefing I see happen when two fleets cross faction ally even temporarily, the current system allows a single player who may not agree with cross faction alliances to force thier view of the way this game should be played on others , as well as deliberately disrupt and basicaly ruin the play experiance of all involved with impunity.

A ICC ship attacking a UGTO ship when blue for example would accrue NO points at all, even FF. All that player would stand is to lose his ship and money used to refit it.
