With some form of economy in the DS universe appearing in the future, or being looked at this might be good....
say if certain planets around the galaxy have certain abilities, cargo, technologies or say certain ships that can only be accessible to the fleet that owns them, or if the planet remained neutral peolpe could buy this perticular commodoty of the planet...this would mean that certain planets would be key point of conflict because they supplied a certain technology etc that couldn't be gotten anywhere else...
hmmmm.....perhaps.

well i guess that most of the technologies will be in the places which were UGTO or ICC dominated...being as they're mostly the inhabited planets  ......
seriously though...they'd be evenly distributed....and it would give a reason to have extra arms to the galaxy when more maps are going to be added
