4) Scale the weapon according to the ship; that way railguns on a scout are fast but (sorta) weak, designed to hit other fast targets, and railguns on a dread a slow but powerful (slightly more powerful then torpedoe????)

Equipment should be selected Master of Orion Style.
Using space based equipment selection you can ballance ships and weapons separately. Under current system you have to deal with slots too. If you change the slots, you have to reballance weapons and the other way around.
Space based system would take time to ballance, but once all the lame extremes are eliminated, everything should be nice and smooth.
