Damage seems to occur whilst you are dictor lagged.

I jumped into a battle between a station and dread at Big Boonie with HC, I was jump|dictor lagged, when I emerged for lag all my systems where disabled and i was down to 46% hull.

copyedit for grammer.

Additionally I just tired landing troops on Aaya in ICC home system, my previous jump was dictored.

However on a return trip to land more troops . The dictor never seemed to kicked in on my approach, but I was unable to land troops on planet (like typical dictor lag) However I was still being badly shot up by ground defense. When I tried to jump out (thinking my first lots of troops had destroyed dictor) I WAS dictored.

Planet Dictors seem pretty badly broken.

More likely it's that out of sync issue.

I had one instance last week when I jumped to a neighboring system to capture a planet and I couldn't unload troops or orbit. Turns out I was so badly out of sync I could fly through the planets, the star, the asteroids, everything!

It's happened with dictors too. You can fly out of the dictor field and a few thousand gu away to a friendly planet, and still get shot up by the enemy planet's defenses because you're out of sync.
