Ok what i have read the cloak is a VERY hard thing to balance.
What i suggest is the following.

- Cloak will make ANY ship hidden, however while using the cloak the ship will have to keep its speed at 1/2 of its maximum. so a dread can only fly 10Gu/s if he goes faster the ship will become targetable.

- Scanners will only work to let ships see the diamond it will NOT make em targetable. * you will just see the diamond fly around *
Its effective range is just 1000Gu

- ECM will not work in the cloaks favor anymore. * bye bye ECM planets *

- ECCM will not work to spot them anymore.

- In order to fight the Kluth ship will have to decloak. by doing this the cloak will need to cool down 30-60 secs so no insta hit and cloak on wait for weapons to charge tactics survive for so long and cloak if you want to.

- There will be a 2 second delay in decloak and actual fire so that the enemy has some time to respond to the sudden threat.

Now this should work nicely in ship to ship combat BUT a transport going half its speed would be able to orbit and capture a planet whit out any damage.

We can have 2 things for this.
1. Rmove the cloak on ANY kluth support ship * transports/ supply *
to counter this give em some special slots * ECM * and some more armor.
this would work BUT the station would still be a problem even at 2.5Gu its would still be able to sneak to a planet and cap it.

2. let them keep the cloak but give human planets a new building the wave distortion aray.
It simply scans 500-750 Gu around the planet.
any cloaked ships that come in is will be rendered visible. * not the best solution but still *

I still think the best one so far is that a Cloak is undetectable, but the ship that is cloaked cannot fire .....

yes ...agreed arch.. but the cloak must be put back the way it was in the earlyer faze of the game ... like earlyer 2002 to do any good

Soudns good to me, Perhaps instead for the Human Factions [ICC and UGTO] they have a cloak which takes them off the Nav Screen and shows them as noone is on that server.
