There should be a source of Hydrogen in the VM, system, it is the most common element in the universe and in game terms building a shipyard is effectively impossible without it. If you want to limit a resource, do it to a special resource.

There is hydrogen, although you have to collect it your self... same thing with the Boonie system... (don't remember it's real name). Yes, it's hard to keep a steady suply of hydrogen, and you can't pull out all the big ships you want.
Peronally i think it's nice with systems that have "fu**d up res. suplys , makes you think twice on what you are doing...

in the boonie system me and my team mates... managed to get myself a station,.... yes a station in boonie map, GA server..... Team work pays....
