Its hard starting a successful fleet in ICC if your not a incredibly well known player. Try active recruiting like playing a lot in Mv and asking people if they would like to join your fleet. Also offering recruiting bonuses too so people can transfer thier enh's to your faction's ships.

Its just a simple offer of credits as soon as they agree and join your fleet. I call a recruitment bonus because in the real military it works the same way. One would be suprised how many people stay in their faction because they dont have the credits to switch enh's from one factions ships to another.
