I. The Purpose
• To provide a means with which to defend both ICC and UGTO territory from K’luth through a joint cease-fire and non-aggression pact.
• To provide a means with which to strengthen ICC and UGTO efforts in K’luth territory.
• To provide a means with which to relieve tension between ICC and UGTO territories and forces, and to lessen fear of invasion by restricting the fear to one side.
II. The Terms
a. This pact applies to Metaverse only. There will be no cease-fire or non-aggression clauses implemented for Scenario instances, and such behavior is forbidden by participating parties.
b. There will be no aggression against planets or vessels belonging to a member of the alliance that is on the other side. Any parties/persons involved in secretive or public attacks, as well as attacks involving other clans that violate this agreement will be jeopardizing the agreement.
c. This pact is to be nulled at the first sign of mutual unrest between parties involved. All fleet members must agree or act as if in agreement with the pact.
d. There will be “no-fly zones” established for each side’s territory. This means that all members of the alliance will be able to enter certain the other’s territory to a certain extent, but there will be a “buffer” around the home systems of a certain radius. Alliance members of the opposite faction must message the fleet or a member of the fleet that owns the territory and arrange an escort to go beyond these buffers.

e. All accomodations, such as planetary defense shutdowns in the presence of alliance members of the opposite faction, must be undone as soon as said members leave the area. This alliance cannot compromise the safety of a faction from those enemy fleets not participating in the alliance.
f. There is to be formed an Committee of the Alliance comprised of the commanders- in-chief of the involved fleets and their second-in-commands (or equivalent). This Committee will deal with all affairs regarding the Alliance, including violations of the terms as well as entry of new fleets into the Alliance.
g. All members of the Alliance should report immediately to a member of the Committee (or someone linked to a member of the Committee) if an infraction by another member of the Alliance takes place.
h. Alliance members are not to lower the defenses in any way of friendly non- Alliance territory so that members of the Alliance on the other team can easily take new territory. This is an extreme violation of the Alliance agreement and anyone doing so risks removal from their fleet and also risks the removal of their Fleet from the Alliance.
III. The Terms of Entry
a. All fleets of ICC/UGTO making an entry into this pact must agree to the Terms listed above and must be willing to fight for the Purposes listed above.
b. These fleets must also be approved by the existing members of the Committee of the Alliance, meaning their members and leaders must be deemed credible in their intents to support the Alliance, and their ability to do so must also be deemed sufficient.
c. Fleets entering the Alliance must agree to a four-day surveillance period. During this period, if any members of the Fleet are caught in violation of the Alliance in any way, the Fleet will be removed from the Alliance.
AMENDMENTS:

Keep in mind that non-alliance UGTO planets in alliance ICC territory cannot be dismanteled by the Alliance to be given to the ICC side of the Alliance. Only Alliance planets can be traded.
