Yeah, I concur with Pantheon; it looks suspiciously like your copy of Internet Explode- sorry, Internet Explorer has been compromised by something untoward and obnoxious. Grab yourself an anti-malware program.

Full scan using MBAM. Nothing found.
Let's see if the ad pops up again.
