I solved this and I feel so smart now
It's a simple substitution cipher, and each 'cipher-text' character represents only 1 real character.
"C QV TE WHOYOF DLQD TEVODCVOT C REZ'D AZROFTDQZR Q
TCZJHO NEFR EI NLQD C QV TQBCZJ." ~ ETWQF NCHRO
It's a quote, and after the ~ is the author's name.
