try removing all drivers for your net - card / modem and reinstall them
i had a similar problem resently , went from 14000 kb/s to 1024 downstream in one day and that helped
and/or check this out in your reg database use regedit
HKEY_LOCAL_MACHINESystemCurrentControlSetServicesVxDMSTCP
can be that some values here are screwed, backup the string and delete it before reinstalling windows
mind that removing the bind to tcp / tcp protocol from network setup can do the same, but i would anyway check that the string get removed, before you reinstall the netcard and if its not gone remove it manual, then reinstall netcard / modem drivers.
and last if you on dsl reset boot your reuter .

Be happy you got that. I ahve 2.7kb at BEST! 50 year old local phone lines and no DSL service in my area...and a 20year estimated time before the phone company gets CABLE where Im at...
Takes an eternity to download something...
If I even had 5kb download rate..I'd be in bliss...

Because something else, be it a program, add, spyware, or w/e is taking up your bandwidth..........so run a virus scan and see what happens, if that doesnt work, check what programs you are running (ex: downloading....etc)

I suggest to get Utilkit DLUL Meter, with that programm you can at least see, if there are transmissions (if you are otherwise idle), otherwise its your provider
