Ghehe. OEM Origional Equipment manufacturer. is what most computer builders use. (think of it this way. you get a discount on windows if you buy a new computer.)
The full price of windows XP home lies around €220 but a OEM package is only €90. (dunno the prices in dollar). I dunno where you found the 1300 price. could be a multiple licence pack.
Just look if you have one of those lables on your computer. becous it saves money if you can get somthing you already own.
Plus this is somthing i usualy recommend to friends and people who ask me about this. turn your computer in at a IT techshop (company that serves computers), just tell them what you want and the will do it. usualy the have the resources and knowlage to deal with the problems of OEM licences. the ask a slight fee usualy full hour but the will get it to work.

Microsoft Windows XP Home With SP2B 1 Pack - OEM
Microsoft Windows XP Home Edition with SP2 - Retail
The only diference is that a Retail product can be used on anny computer whethere its brand new or a oldie you found in a dumpster.
The OEM is only for a computer that is beying build or, beying upgraded (upgrade must include atleast Motherboard, CPU and one storage device)
