the widget etc localize problem is normal (recently).
the fail to start up has several fixes, all unofficial. That is why Doran wont state em.
a preview of advices on fail to connect when it previously worked:
- all wrong

The only correct way to solve the issue is to reinstall the game. There are no other magic ways to solve this error, as it's an issue with a part of the game that cannot be patched, hence why downloading the newest installer fixes the problem.
Please be careful when giving incorrect advice.

Can you make the new setup to detect the old version and ask the user to uninstall old one before continue to install the new one?
That would help many players who don't follow news on forum frequently.

You don't need to uninstall, you can reinstall over old versions.
