When I try to play, it says it is downloading something; is that normal? If it is, why does it take so long? It's moving at 1kbps.

the download is normal but the speed is slow...way too slow

its normal that it check for updates every time you join a server. that's quite intentional.
its not normal that it keeps downloading updates every time you join a server. that suggests perhaps some of your game files are set as read-only and arent being updated properly, or something else (say, antivirus) is potentially interferring with the update.
its not normal that the download speeds are that slow. 1KBps isnt normal, unless you have some other heavy-bandwidth-useage happening (say, p2p) and sounds like your ISP might possibly be throttling traffic. 60,120,160KBps isnt unheard of (read: uncomplained about), we do have some server-side limits in place (i dont presume to know the specifics) to ensure everyone has ample bandwidth in game, and there's sufficent tube room left for people installing/reinstalling the client

when using vista or win7 you must start the game as administrator
