I'm not sure if these are broken or if the 400 GU distance limit is straight up murdering their effectiveness, but I was at a planet with 4 sensor bases and they couldn't detect a single Scout using ECM. I could see his trail and ECM rings but he wouldn't be visible unless he came within 100-200 GU, and the planet's defenses weren't firing unless he flew point blank to the planet itself.

Planets use different gadgets - that scout just had more - signature than you had +.

Were they changed along with the ship based EW in 1.62? If not, that would explain why they're so broken now. I remember before that update being unable to stay hidden from a planet with 3 sensor bases in a Bomber Frigate fitted with 5 ECM, it required 2 of us to counter the ECCM from the 3 sensor bases.
I was unable to check and see if sensor platforms were similarly ineffective because the 30 platform limit was full.
