I bought enhancements today to give as a gift to a friend, but could not download them onto his ship. He was empty, so after I dropped 2 in space, he was able to pick it up.
Unfortunately, the other two I dropped could not be seen by either me or him.

Need to be within minimum range and the other ship needs to have space in cargo hold. Infantry do not do the same max_cargo check as other cargo items due to enemies unloading infantry on you.

It's a bug that I've experienced recently too.
Tried to do an enhancement trade. We couldn't transfer the enhancements to each other even though our cargo hull was empty with the exception of the enhancements. I even tried loading infantry from the planet and trying to send it to him, that didn't work either.
The person I was trading with tried dropping his enhancement into open space. Neither he or I could see the enhancement, we had to get a third person to come pick up the enhancement.
I tried dropping mine. Same thing happened, the person who I was trading with could not see it and as soon as I ejected from my hull, it was gone from sight.
Thankfully the third person was able to pick it up and send me credits for the enhancement.
The solution for the problem was not only to completely log out of the game (we tried that at first, even waited 2 minutes or more and it didn't work), but also needed to exit the GCQL and relaunch the client.
After that the transfer of enhancements worked fine, but not sure for how long.

Possibly related to your session being out of date.
If you disconnect from GCQL, best to restart it and create a new session.

Wasn't disconnected at all from the GCQL during the time this bug occurred. But restarting the GCQL (after logging out of the game of course) seems to be the temp work around for the transferring enhancements bug.
Not sure why.

I am aware of the minimum distance. I was within 20 gu and I confirmed with the other ship that his cargo hold was empty before the drop. I have done enhancement drops on other ships many times in the past. This is the first time it is not working.

Concur.
I was that 3rd person.
Azure was exchanging enh with another player.
1. Neither of them could transfer enh, even with enough cargo space
2. Neither of them could see each other's enh when dropped in space, however I could
3. Once they dropped it, the enh would disappear even from their own views
4. I could see their enh, and pick it up. But when I dropped it, they still couldn't see it.
5. In the end, I just bought the enh off Azure since it was stuck with me anyway.

I can confirm this bug, we are able to unload infantry, however enhancements are not unloadable, making it dangerous to transfer enhancements because you have to drop them into space to give them away. Unloading enhancements onto a friendly is no longer possible.

i think it is possible you have to target them then right click the enhancement and it transfer like normal other than that idk make sure no one is fighting nearby.

it's the same ole cargo bug revisited. Next time try a de-orbit, reorbit, unload, dock, quicklog, relog, add enhancements to cargo limit...If you cannot load max slots with enh. and no inf you have cargo bug. Have someone drop some inf on you with one inf in your hold... seems to solve it 99% of the time.

When an enhancement is dropped from a kill into space only certain people can see them to collect.
Maybe related?
