Is there any point in submitting bug reports when the submittal process includes a BugReport failure consistently? It's wierd that software requesting an error to be reported replies with an error that it fails to report such error. Take a look at this screenshot, it's a bit confusing also...

I have gotten that too, its sooo funny, a bug reporting system reporting a bug on itself.

It's not bug reporting itself.

You'll notice that it's connecting to the Palestar FTP. If for some reason your connection fails at sending the data, then it will fail.

Everytime you successfully send a bug report, the program deletes the dump files. If this is unsuccessful, then the program won't delete them, and the client will detect them on the next launch.

It's not a problem with the report program, but an issue with your connection sending data to the FTP .
