I was wondering, are /send clanoffline messages also send to members who are online?

Since having to double send messages would suck...

/send clan sends to only those clan members who are online.

/send clanoffline sends to all clan members, regardless of their status.

So using that command will send to those folks who are online as well.

Can that be abbreviated like '/send clan' is (/send c) to something like '/send co'?

it's like with /t for /target if you use enough letters to identify it from any other command, it will work.

btw does this mean that /sen c won't send to offline people?
