It seems to be a tangled mess of regular gates, server-transfer gates, and invisible walls.
Navigation often glitches out and prevents you from zooming out and seeing the greater map.
Some planet icons are huge in navigation, in other areas they shrink to nothing when you zoom in, others behave normally. (Seems related to planets in other servers?)
95% of the universe seems to be transport ships sitting in orbit, with an odd supply ship or combat ship roaming around.
I've been exploring in an ECM/Scanner Corvette for a few hours and haven't found anybody (481 players? 25 online? Where?)

architecturally speaking, systems are in groups of 3 to a server instance, which is why you cant fly directly between certain systems, you need to use the local transfer gate.
not sure about the navigation glitches you're seeing, could possibly be higher-than-average latency while loadind map data or a UI rendering issue.
and the player counter is unfortunately somewhat...misleading. it counts number of logins over 30 days or something like that. the online number below that is more accurate, but that also includes forum logins
