If your aim is to kill non-combat ships, then you gain dark prestige.

Any non-combat ship(Engie, supp, tranny) in enemy space is fair game.

please tell me what a "non-combat" ship is in this game, I have yet to see one.

An Engie, tranny, and supp ship outside of enemy space would be a non-combat ship.
If any of those ships enters enemy space it would be considered a combat ship.

I fail to see the point of this.
Despite what some people would like to think, Engineers, Transports and Supply Ships are all legitimate military targets. Engineers are building defenses and war-making infrastructure like interdictors and shipyards, Transports are bringing troops and resources to the front lines, and Supplies are repairing warships to get them back in the fight.
Destroying them helps your faction and hinders the enemy; why would we want to punish you for it?

You'd still make the same amount of pres for the kill, but the aim would be to mimic real life. You can't just go to your neighbors house and kill him for building.

I'm pretty sure in real life your neighbor isn't building an interdictor or a bunch of autonomous repair bases to prepare for when you try to lay siege to his house.

In real life, transport ships are almost always the target of enemy subs or missiles. Cutting supply lines are key to winning a war.
Likewise, on the ground, snipers often take out the medic first, Geneva Convention be damned.
I think it's time you rethink your perspective on what's IRL....

No, you can't.
But in this case, you've got three nations at war, who've been at war for over a decade. While Transports, Engineers and Supplies are not combat ships, they would still be considered military ships, and thus legal targets in war.
I've kinda wanted to introduce neutral "civilian" ships for awhile now that would carry a penalty like this for attacking, but they'd all be NPC ships, not players. And we'd just use the same system we use for friendly fire, rather than implement some half-baked entirely new system.
