I probably missed something in the post about it saying when it might be done, but it does seem like a long time has passed since that post was made.
Can anyone give me an at least partially accurate estimate release date for the addition?

Hmm, for the Tier system in particular, the most time consuming part at this point is writing out the new layouts. Tier system layouts are actually fairly quick and easy to write if you know the specifics of the system well, but the time consuming part is the large number of layouts that have to be done. By my quick calculations each faction is going to have over 80 ships, a large number of those entirely new, and even the existing ships that you fly now have to be entirely redone to fit the new design model.
Mind you, so far, the only people who have done any layouts are Jim, Enterprise, and myself, who are all working on our free time whenever available.
After we actually get all layouts written out, then all the ships will have to be put into the game itself, which means putting gadgets on models, hardpointing them and so on, which I've heard is another long and tedious piece of work.
At some point of course, all the weapons and gadgets will have to be rebalanced. This rebalance and the tier system are inseparable, one cannot go without the other, as the Tier system's philosophy requires a large rethinking on how some weapons act.
Then, after all of that, this will spend a long lengthy time in beta while we work out the inevitable kinks that will come with such a large body of work.
But wait! There's more!
The Tier system isn't the only thing going out next patch. You may recall Doran's call for maps, and his recent debacle with the evils of vector math. All this goes with some pretty heavy changes to the MV map, and even has some metaserver changes that Big F will have to complete before we can implement.
Also Kenny's models have some bugs to iron out before we can release them.
And some miscellaneous other bits going on.
All of this takes time, and all of us working on it are working in our spare time, and each of us has work/school/family stuff/other going on that we also have to put effort and time into.

making a map suggestion. rotation on server reset feature will be in i heard. but i dont know if nebulas are static or rotate? does salty water eventually freeze?

1. When might the system be applied to beta?
2. When after that might it be applied to MV?

1. When they get all the layouts done and the weapon hard points all figured out plus the weapon rebalance, I believe you have a good chance at seeing some new ship layouts in beta. But as walrus said they are working in their spare time so no one really knows how long its going to take.
2. Once all the ships have been throughly tested, the Mv backend changes are tested and completed, the weapon rebalance is done, the map is tested, kenny's layouts are all ironed out, and then whatever else the dev team decides to throw in there. All in all its going to take quite a bit of time to get all the this stuff tested.... a lot of time so there is not telling when it will hit Mv.

Maybe this big/whole game change can come with a new subtitle. Might peak some new interest and reviews about the game.

will the new tier system include each type of ship in each hull class?
for instance, the ICC don't have a cruiser class bomber. And I don't think the K'luth have a missile ship for both the Destroyer and Cruiser classes. I know they are close range focused, but it would be nice to have all types of ships for each hull class, mainly for survivabilty purposes. (in the K'luth case more missiles to help null PD)
Even utility ships like engineering and supply vessels could use versions at higher Hull classes. it would be nice if I could actually use them and not have to worry about insta-death from a decloaking K'luth.
